I believe this to be either Enicospilus purgatus or a Short-tailed Ichneumonid Wasps. It had a bright Orange or Bright copper color, sadly the light did not reflect well on the photo. But I am 100% certain this is a narrow tail wasp of some kind.
It looked to be about 1 to 2 CM long
~3cm length. Came to the black light. (live oak/chaparral habitat). Genus ID by J.D. Roberts @ BugGuide.
A real treat to find this guy on my porch light in my backyard.
