Deceased when found
~2.5-3 mm orange body with 31 flagellomeres. Several were observed flying above Encelia farinosa flowers and landing on the plant with an outside temperature of 95 degrees F at sunset. AI was "pretty sure" of the genus Phanerotoma however the enlarged stigma is yellow in color and wings are similar to Braconinae as shown here: https://bugguide.net/node/view/1680110. There is a big group of these that have been hanging around the same spot for days. This is probably a male because it doesn’t have the long straight ovipositor the bigger ones have. They are very flighty and difficult to get a picture of.
